Outside Service Disconnect Bad Idea

I almost think that your pic of padlock might become a necessity. I don't see it as a hindrance to first responders, (the intent of the code requirement) as they have big bolt cutters, and it still makes for their safety having that disconnect and they don't have to deal with unsafe pulling of a meter or waiting for utility before getting to work.

In this day and age I think that will become the norm.

The outside disco's are normal here, it's not a issue, not to say it never happens but not a normal occurrence.
