Outlet/Electrical in Wall Cavity with Passthrough

Good Afternoon,

I am trying to further understand wall cavities and "other space used for environmental air". My particular questions revolves around a similiar setup to the picture below. Does this cavity meet the intent/requirements for "other space". Obviously its not directly connected to any HVAC system and is only there is provide room balancing.

I am looking to install electrical into that type of wall (particularly a Ditra-Heat Thermostat; which will require 10/2 wiring among other things).
