Some manufactures require it, but as has been said, usually no unless its considered a seperately derived system. I assuming its a residential unit? Also if it is a seperately derived system, the grounding electrode(s) can be any of the listed methods, doesn't have to be a ground rod.

If the genny instructions spec it, I comply and add the T&M to the job cost.

It has been suggested that a genny away from the building should have one.
