Occupied space

I hear that non electrical personnel cannot occupy a space with electrical gear but I cannot find anything in any code to substantiate that.
I expected it to be in 70E, if anywhere.

Can electrical gear in proper cabinetry be inside of a control room where operators normally reside?
What code would prohibit that?

Nothing prohibits this. You do need to maintain proper clearances, that is all.
