I'm reading over Oregon's Electrical Delegation Rules and the municipality's rules they have to adhere to if they are to become a Administrator and enforcer of the electrical program. So the municipality of a local jurisdiction actually has to apply to become a delegator of the local electrical program and the enforcer of that territory? This lays out the rules and their responsibilities if they become one, but is there any way to have them stripped of this power? If so who then takes on the inspection and code enforcement responsibilities? Does the Fire Marshal always abdicate his jurisdictional authority to local municipalities?
