Nonmetallic outlet plate flush with finished surface

I know box extensions are required when a device box is set too far behind Sheetrock, but is there any code that says the box can’t stick out beyond the finished surface? As long as the plate is tight to the box, is any code being broken? I had an inspector say the plate had to be flush with the finished surface and not just tight to the box. The example is an outlet under a sink for the disposal. Say the box sticks out past the finished cabinet 1/4”. What would be the difference between that and a plate being installed in an unfinished garage? The plate would be off the 2x4 1/2” inch in that situation, and that’s fine. I almost remember some sort of code he is referring to, but I can’t find it anywhere.

That would be 406.6 and would be no different than a surface mount handy box with faceplate / cover plate.
