Please see 406.3(D)(3) of the 2002 NEC for the allowed options for replacement of non-grounding type receptacles. Connecting a grounded conductor to a grounding conductor is absolutely prohibited, except at the main bonding jumper. Current will be present on metallic and bonded parts of the electrical system. this is a violation and a shock hazard! See 250.24(A)(5).
