NFPA 70 and Fire Pump Complications

I have a project in Mexico where the utility transformer is on the other side of the Campus feeding a 440V service rated ATS. The ATS is connected to an EM generator. The load side is protected by a full building UPS. After that is the 220/127V transformer that feeds the MDP. The FPE just added a 1-5 HP fire pump. I really do not want to feed it from the Utility transformer (1/2 mile away required location), ATS, generator or with separate UPS. Can anybody tell me why i should not connect the Controller to the secondary side of the transformer in this case. Note at this time there is no separate Fire Pump Room and the ATS, UPS, and electrical equipment are in the same room as the Fire Pump.
