Multiple Sections of Extension Cords on Construction Sites

1) Is it legal to use multiple extension cords (connected together) on construction sites where the site is subject to changing weather conditions and other adverse conditions? If so where in OSHA or NEC is the requirement specified?
2) Several elecrical web sites on electrical safety say that extension cords on construction sites should not exceed 100 feet without a distribution panel. I am unable to locate this precaution in OSHA or NEC regulations. Is this a valid precaution.

Seeking comments and opinions from electrical professionals. Thank you.

Both OSHA and the manufacturer's instructions for UL-listed cords have something to say about this.
