Mounting Open bottom switchboard

Are there any issues, code wise (building or electrical), to install open bottom switchboard directly to wood(Mezz level)? I am uncertain if the wood is fire rated.

Manufactures instructions will say no.

Also, you'll run afoul of 408.17:

Location Relative to Easily Ignitible Material.
Switchboards shall be placed so as to reduce to a minimum the probability of communicating fire to adjacent combustible materials. Where installed over a combustible floor, suitable protection thereto shall be provided.
