Mounting of a Fused Disconnect

A transformer is feeding a 120/240VAC-1PH-3W panelboard.
The transformer is 2FT mounted to the left with more than the 30in width required for work space.
The electrician mounted a fused disconnect between the load side of the transformer and the panelboard.
He mounted this disconnect directly below and nippled to the bottom of the panelboard. As if to bottom feed it. The disconnect is the same depth as the panelboard and the only thing that sticks out past the face of the panelboard is the handle of the disconnect.
#1. Is this okay for an installation?
#2. Does the panelboard have to be designed for bottom-feed?

Working space clearances are in NEC Section 110.26

Equipment mounted in the working space above and below has to be of equal depth, which is within 6 inches in depth.
Left or right it can be any depth
Feed on disconnect does not matter, its not a service its a feeder.
With out a picture it sounds OK
