Moisture in panel

We have three different panels in a mechanical room that are getting a lot of moisture inside. Two 480 vac panels and one 208 vac panel. All three are 3 ph. There are two other 208 vac panels right in the same area that do not seem to be affected. Other than the A/C being a little too cold, the only other thing we see that may need attention is some feeders entering these three panels that go directly outside where it is nice and hot. It is permissible to seal the conduits to keep warm air from entering the panel?

Not only is it permitted, it is required per Section 300.7(A) of the NEC, for the very issue you are describing. :)
