Low Voltage Grounding/Bonding

When dealing with telecom equipment for clients at sea level where all ot the telcom equipment is located in a multi story building on the upper floors. Where should the Telecommunication Main Grounding Busbar be located?

Ideally you should have a "building principle ground" bus(BPG) in the basement near the electrical AC switch gear that is bonded to grounded service conductor, switchgear equipment frames, water service, building steel, and all ground electrodes. From the BPG you would install "vertical ground riser" cable(VGR) straight up through all the floors and bond a 'floor ground bus" (FGB) or TMGB at each floor needed. Then from each FGB or TMGB you would bond to the nearest building steel if available, and electrical switchgear ground bus servicing the floor.

What does sea level have to do with anything?
