Location of fuel dispensers

A client of mine recently installed an above ground fuel tank with 2 dispensing pumps. Unfortunately, he located this apparatus under high voltage transmission lines and his new building is adjacent to a utility substation. After sparks were noticeable when fueling a vehicle, he shutdown the system. Is there a safe way to eliminate this hazard or does he need to move his fuel tank and dispensers. If so, how far?

Sparks were noticed! .......where? Between the nozzle and the vehicle?

Gasoline generates static electricty when dispensed. At airports there is a static ground system connected before refueling. At gas stations signs caution to fuel portable containers on the ground. Did your client check with the POCO first? they probably have an easment with restrictions on what can go beneath.
