I'm sure this has been asked before, but if you tap line side of service disconnect for a pv disconnect does it have to be grouped with the service disconnect?

Not always, but most utilities will require you to file for a variance.

Not in the state of Washington, unless of course you are in Bellevue or Kirkland, maybe some other jurisdictions as well...

Iv done some research and found a reference that says that ocpd needs to be within 10' of where solar ties into line side of service.
That was changed in the 2020 NEC; article 705.31 was removed and absorbed by 705.11. Now the 10' rule only applies in dwellings and it is relaxed to 16.5' in buildings that are not dwellings. There is no maximum distance shown for outdoor installations.
