LAN based power monitoring for tenant billing type syste

Hi Guys,
I am researching an inexpensive ethernet based power monitoring system that will allow me to monitor power consumption in different residential buildings on our resort? We have network everywhere so we would prefer that to having to run serial cables.
I also need a software solution that allows common area billing, calculation of power factor, peak consumption, and doesn't cost vast sums of money. I would love to hear anyone's experience in this area.

i have installed this type of system manufactured by e-mon. one pair of wires is all you need and you can link it back to your collection equipment.
this is in an office building. the original cost was picked up by the major tenant. this tenant has moved out but the building owner learnt the advantages of submetering. the money payed back to the building by tenant afterhours operation pays for the engineering staff's wages! the bill is automatically printed monthly and appears very professional and the tenant honors the bill!
