That's going a long way to avoid a pigtail. (What's their objection?)

Honestly I have no idea but this is one of those clients where you aren't being paid for your opinion (unless you are) and you give them what they ask for.

Can't you use a water line grounding clamp, then attach a single lug to the hub where the 1/4-20 screw is? Maybe replace the Philips head screw with a hex head so you can grip it better?

I'm sure some water line clamps are listed for use on a ground rod

The screw situation on those doesn't work out for this.

I would have cadwelded the cam lock to the rod with a short piece of conductor.

It would have been nice to just take the contact from a double setscrew inline camlock and just drop it over the rod and tighten the setscrews......
