In operation rooms, where IP panel shall be located? in/out operation rooms?

I have been taught that IP panel shall serve one OR only but, in/out the OR?

The panels do not have to be in the room however, if they are located outside the room a remote LIM and ammeter would have to be installed inside the room for each panel.
