In-rush current with transformers

I would like to ask you for advices for the systems we build. We usually have 208V, 30A for the power. After the main power, we utilize a transformer, which is a step down from 208 to 115V. We do not use any fuses at the primary side. The secondary side is to power heaters with fuses (fast acting fuses). The current in any heater is about 5A to 8 A ( max). What we have trouble is the fuses keep blowing in certain heaters. Do I need to use the slow blow fuses? Do I need to use the fuse at primary side of the transformer?

Could you please help me out?

Have you reviewed 450.3(B) of the NEC? It appears you have some problems with your installation. :confused:

just for the heck of it..what size heaters? fuses?
