IBC 910.4.6 smoke exhaust wiring fire rating

We have a small project where the city is requiring us to add a smoke exhaust fan inside a garage.

What does it mean to have wiring protected against interior fire exposure to temperatures in excess of 1,000F for a period of not less than 15 minutes? Does that mean I can just use a 1-hour rated conductor or can I just use a standard thwn wire inside rigid steel? I've never heard of this before.
