HBL4550 Duplex Twist Lock 15A 250V

Can I feed this HBL4550 Twist Lock 250v Duplex Receptacle with a single 20A 2 pole breaker or do I need wire it as a split receptacle with 2 15A circuits?
One load is 7A the other is 10A.
