This isn't a NEC issue. Unless there is someone in the Forum that is in your local area that is familiar with who has the final say, you'll have to contact your local building department or fire marshall, and ask where the information is and how to get a copy of it.

In my area, the State Building Code, State Fire Marshall, local municipality ordinance and local fire officials all have varying degrees of influence on that one lowly smoke detector that my customer wants installed.

It is real confusing for me to figure out, for any single job address, just who has the most control in the issue.

In New Jersey we have the "Rehab Code" which can sometimes save us the trouble of bringing everything up to current standards. But if you're putting an addition on the house, or converting a garage or basement to living space, then you'll likely be required to bring the smokes up to code and install a carbon monoxide detector.
