I have a 800 amp service,with a disconnect located on the outside of the building.I realize that I have to bond my neutral at the disconnect,but am I correct in thinking that I can do my waterpipe,structural steel and supp. bonding at the Mdp.

Sorry, with the main outside, that is your service equipment and all the water pipe and structural steel is to be connected through the GEC. If you wish to install additional and supplemental grounding electrodes, they may be attached to the grounded service conductor at any accessible location from the load end of the service drop or lateral up to the service equipment including any metallic service raceways or enclosures. :D
