grounding pole lights

hi just have a question about grounding, pole (wood) mounted lights. the lights are 240 volt halogen there mounted 60' high, and theres 6-10 on each pole. the feeds come from a 200 amp panel up the first pole then they used aerial cable supported with a messenger wire from pole to pole. they pulled a ground with the feeders but left them hanging out the conduit on top of the pole. is there an exception in the code that says you don't need to ground light installed on a wood pole 60' high. i looked but couldn't find anything concrete. 250-86 exception 1 c .

so it doesn't need grounding, unless the ahj thinks a unqualified person could climb the pole :D
