Grounding Main to Outside Disconnect

Upgrading our system and will be installing a meter/disconnect on the exterior and replacing the main panel. Currently there's no ground from the main to the meter. The meter has a ground wire going to a rod, but not sure how deep the rod is, so will replace with two new 8' ground rods. The feeders run through metal conduit, but there's two 90 degree turns and it's run through the floor joists under drywall, so would be hard to pull a copper ground wire through. I want to run the copper ground a different route out. Can I attach it the first ground rod, then to the second ground rod, then to the meter disconnect? Thank you.
