grounding bussed gutter service disconnect

If I were to install a service as follows:
service entrance to 800a 480v enclosed circuit breaker > 800a bussed gutter > 200A non fused safety switch(reqd by utility) > 200A meter base > 200A main breaker panelboard

I have to do this because I will have to provide the capability for 7 tenant spaces exceeding the 6 disconnect rule

My question is where do I connect the grounding electrode. Can my 800a breaker be considered on the supply side with the utility neutral used as the bonding conductor?

From your description, and making a few generalized assumptions in that this is a typical poco service, the 800A breaker is the service disconnect. Typically the grounded service conductor (neutral) is connected to the neutral bus. You have to connect your GEC to this bus (or some point before it in the service drop/lateral)
