When grounding a transformer, you have a equipment grounding conductor from the panel feeding the x-former. And if you go from the case to building steel for your GEC. Then, from XO to the case for the SBJ. On the secondary side, you come off of XO to your panel for your nuetral. What is the grounding conductor you take to the panel? Is it a EGC or a EBJ? And how is it sized?

As Augie said you need to size the conductor according to the size of the derived or in this case secondary conductors. This means you would use the table 250.66.
