Ground Rod

When did the NEC make it a requirement to supplement the cold water ground and gave you the option of using an 8' ground rod? I go to many older homes where all they have is a CWG and no ground rod. If I had to guess I would say these homes were built in the 60's or 70's.

I can make a guess but I can't be sure without looking it up at work where I have some older Code books. I am guessing it was in either the 1972 or 1975 Code.
