gounded conductor in XFMR primary

In one of our many facilities I found a pad mount 12,470V delta/480V Y feeding a 480V delta/208/120V Y XRMR. There was a neutral between the two XFMRs. Should it have been left out, since the SDS 208/120V secondary derived a neutral?

Was the neutral conductor terminated?

It is not required to be installed. I am not even sure where a Wye secondary supply to a Delta primary tranformer would have a primary neutral terminated.

maybe it was the EGC and it looked like it originated at the XO????
