From what I was told in CE classes, Eaton was the only ones that had the technology, and was making it for the rest of the manufactures until they got their products out. Wouldn’t be the first time I was given bad information from the professionals. LOL!
I always thought Eaton had the first products, but they put an "effective date" in code the first time AFCI requirements appeared because they felt they can't require use of a product that is only marketed by one supplier, this gave others time to get a product on the market. Eaton, and probably others had no objection to getting the requirement at least in there, otherwise it is at least three more years before they would be selling any, plus even longer for areas that don't adopt new code right away.
