If adding new service to an existing building that has never had electric, An Inspector cannot require a ufer bond can he? I recently had an inspection rejected, I bonded to the steel framing and installed a supplementary ground rod (the building does not have any water). He is now requiring a ground ring for lack of a ufer. Is what i did not adequate?

A ufer ground can not be required,this was clarified by the NFPA and its shown in the handbook. However local codes may require it, Oregon State does. Your structural steel may not be effectively grounded. You need to meet the grounding electrode requirements of 250.52. Having a ground rod is allowable if a single rod has a resistance of 25 ohms or less. If not, "drive two and go home."
