Emt Grounding In Basement

A short section of EMT and metal box on a basement
concrete wall for telephone cable. Does this have to be grounded?

I would say no. See 250.86 exception 2. You're just using the EMT and box to protect the phone cable, and if it's not likely to become energized by anything else, 250.4(A)(4) wouldn't apply.
