I have non high rise building that has emergency generator and has five floors residential and residential and some commercial bottom level.

Elevator cab lights and receptacles circuit should it be on emergency or standby? Is it in NEC 2017?

That the State elevator inspector web site.
If you are dealing with elevators they have they have the last word so ask them.
In our State, the electrical inspectors jurisdiction stops at the disconnect but in any event the elevator inspectors should be able to advise you.

It's the same in NC, the EI looks at the feeder(s) and branch circuit(s) installation into the first enclosure in the equipment room and stop there.
