Elev. Hoistway Lighting

When installing lighting in a elvetor shaft( say 14 stories) in a new construction building. What do you work off off to install the lights and conduits along the shaft wall? Do you need to wait until the elevators are up and running? Thanks.

I would work with the elevator constructors and run the conduit and lights off of the car cab when just the bottom platform is up and running.
