Electrical Work - Definition

For hiring someone to perform electrical work for your Electrical Contracting Company in Florida, you may use a properly licensed "employee leasing Co." but not a "temporary employment agency". This is the take I received from an article by the ECLB.
The key seems to be "PERFORM ELECTRICAL WORK".
Does anyone know the legal definition of
ELECTRICAL WORK ???
I'm hearing that this could be a sticky problem
for EC's and their insurance.

What I would do if I were you is talk to the person that enforces the rules, most likely the department of professional licensing. I know in my area you can drill holes and run pipe if you're not licensed, but thats about it.
