Does the 83% rule apply?

I have a duplex with a single meter going to a main panel with two 125 amp breakers. Each breaker then feeds a unit subpanel. Since each subpanel is for a separate residence with all the normal household loads, does the 83% rule on conductor size apply to the subpanel feeders?
