Direct burial

I am having a hard time reading the depth table for conduit burial. If incased in concrete, I show 12 inches. Can that apply for under a road or do I have to default to the 24 inches, even if in concrete???????????

The fifth row down is for under parking lots and roadways, it specifies 24" of cover. The conduit can still be encased in concrete, but still requires the 24" cover.
