DeltaY transformer grounding connections

I would like to hear opinions on these two examples of installation. 1. the grounded electrode conductor is ran directly to the XO connection of the transformer and connected to the grounding conductor and the bonding jumper. 2. The grounding electrode conductor, bonding jumper, and grounding conductor are lugged and bolted to the metal housing of the transformer. These are on DeltaY 480V/208V transformer using feeding a lighting panel. We have always required the connections to be made at the XO connection of the xformer but are being challenged that is is overkill and that example 2 meets CODE requirements. Thanks for any input.

The metal enclosure is exactly that, an enclosure.

It is not a part of the electrical system. The metal is not intended to act as a bus, or terminal point.
