Dead receptacle

Hi, I have a new home that I wanted to run a receptacle out under my deck. There was a line that ran along the top of the foundation inside, so I cut it and put a receptacle inside and ran a short wire to a junction box where I ran the line outside in a conduit and the other along it original path. I hooked up a GFCI (even though I think it is already protected by 1 upstream). The receptacle will show live power for about 1 minute then go dead. I checked the connections and tighten the nuts and it would work again for a minute. After total frustration I replaced the wire going outside and the GFCI. It still does not work. A neon tester shows that the black wire leaving the house is hot, but does not show hot at the other end. PLEASE help.
