What is meant by running conduit data drops for grocery store? Do they feed from a IT panel or do we just run conduit sleeves?

Typically a project like that will be turn-key by the electrical contractor. There should be a specification section that details what the store requires. We as electricians typically run all the conduit, and we will always sub the cabling to a LV contractor that will also terminate keystones and provide a ladder rack and patch panels. Customer typically provides final equipment install.
All of this should be detailed in the LV drawings and specs. Your electrical power plan would usually only show the box locations.
