Is a gfci receptacle required within the generator enclosure which is located outdoors, the block heater is 120v. This block heater has a six foot grounded plug attached to it

Is this a dwelling?
If so yes, if not (and not on roof), no.
Should it be? Yes
Should it be cord and plug?
No, solves all the problems.
If this is other than a dwelling, how do you prevent someone (even main. men)from unplugging this when they need an outlet?

If this generator is enclosed by a rainproof cover and the receptacle is inside this cover, then it is not outdoors, so it is not required to be gfci.
