Common Bonding Electrode

I was having a discussion with an inspector about common bonding electrode installations and wanted opinions on this installation.
1) 240/120 volt 1-phase meter/main service.
2) 3-pole ( switched neutral) transfer switch.
3) 240/120 volt 1-phase panelboard.
4) 240/120 volt 1-phase stand by generator with disconnect. (separately derived system) located 100' from the service.
5) Grounding electrode system installed at meter/main service.
6) Grounding electrode system installed at generator. (separately derived system)
7) The meter/main, transfer switch, panelboard and generator (with disconnect) are all bonded together.

The inspector is thinking that there needs to be a separate bonding jumper between the two different grounding electrodes.

I say that he would be correct if it was two separate services (250.58), but is one service and one separately derived system and does not require an additional bonding jumper between the two different grounding electrodes systems.

Which installation is correct? Thanks to all of you.
