I have dc combiner in roof. Per NEC 2014 Section 690.15(C) combiner needs to have load break disconnecting means within six feet.

The combiner has fuse. Can dudes be used as load break disconnect or an additional load break switch is needed?

Using a switch or a pull out disconnect as a load break disconnect is different from using fuses or fuse holders. Listed switches and pull out disconnects are load break rated, whether or not they are fusible.

If the installer is claiming that fuse holders in the combiner are load break rated then ask for documentation of that.
