Code Interpretation appeals in Virginia

For electricians in Virginia - where can I go to appeal a misapplication of the code when I’ve exhausted all of my options at the county level?

I’m happy to play by the rules, but I only kindly ask the correct rules be applied.

Write a letter with your company letterhead to the building official (the executive official in charge of the building department) and present the facts. While it shouldn't be required, you can also get a licensed engineer to back you on this by signing/sealing the letter with their opinion.

Note: The inspector is not the AHJ, they are just acting on behalf of the building official as enforcement.
