Class 3 cable + in wall + led ribbon = Not compliant?

A competent EC and I were talking about under cabinet lighting this week. Both of us are doing a kitchen renovation, separately, he's on the rough, I'm on the finish. I mentioned I used class 3 security/speaker cable for my led ribbons, which he liked the idea of using. (Driver in the basement, cable inside the wall to the next level where the kitchen is) Today he told me he had researched using class 3 cable for such an installation by calling the state's code specialist, whom told my associate that romex would have to be used, not the class 3 cable. The guy I know is good with his terminology so I'm pretty sure he describe the install correctly, but I can't imagine why class 3 cable would not be compliant in this instance. My job already passed the rough, maybe the inspector didn't notice or didn't even think it was non compliant, if it is, which is my question. Anyone agree or disagree with the state specialist?

Nevermind, my buddy just called, he spoke with another guy that has some association with the NEC and he gave my install thumbs up. Not sure what the state guy was thinking.
