The cameras will be directly wired to the NVR with PoE.
That NVR spec's show:
A minimum upload speed of 5Mbps is recommended for reasonable video performance.

Not sure where you are getting your 50M upload requirements from. The number of cameras connected to the NVR doesn't change the upload speed required. When you are remotely accessing the NVR you can view low res video of multiple cameras or a high res video from a single camera or recording.

Also want to make sure you and your client understand varifocal cameras. This allows the camera to be setup using a custom focal length in the field vs choosing a fixed at time of purchase. You can adjust the focal length when viewing a live view but not when viewing a recording.

Does the Varifocal zoom or any of the other features increase the bandwidth needs?

Here is the camera model we're planning on using 13 to 16 of, and its features and specs:

I'd bet whatever lowest base level package a cable provider the building has would end up being the best trade off on cost and reliability. Or if you go with the local POTS/FIOS land line provider.
