Can the twisted ground wire be twisted together on groun

I was recently did a satellite service call in a mobile home outside city. The system seem did what ever the NEC code stated, but however, the ground wire is not solid but twisted # 10 wire from ground block on outside wall to the electrical pole's ground rod, which is about 15' away from mobile home, the wire out from ground block is green color jacket but on to the ground rod is black on outside, so, the ground wire must be twisted together somewhere under the earth. I means the wire is cover by soil only.

My question is, is this is an acceptable way to ground ? Normally we uses solid ground wire.
