Can I use NEC 2014 section 220.84(A) optional method

Attached sketch shows feeder FDR#1which feeds meter stacks in multi family dwelling.

Each meter stack feeder feeds individual dwelling unit.

I am trying to size FDR #1 and was wondering if I can use NEC 2014 Section 220.84(A) or not. NEC 2014 Section 220.84(A)(2) each dwelling unit has electric cooking equipment and NEC 2014 Section 220.84(A)(3) each dwelling unit has electric HVAC. However I am confused about NEC 2014 Section 220.84(A)(1) because FDR #1 feeds multiple dwelling units and each meter stacks feeder feed to each dwelling unit.

So can I use NEC 2014 section 220.84(A) to size FDR#1? Please anyone here can help me with their opinion regarding this matter

Sounds like your layout satisfies 220.84(A)(1).

220.84(A)(1) is just there to keep you from multiple counting on your demand factors. E.g. if you had Feeders 1, 2, and 3, each of which fed 1/3 of the load of the same 12 apartments, they don't want you to use the demand factor for 12 apartments on each feeder. Instead you're supposed to feed 4 apartments with each feeder with no overlap, and use the demand factor for 4 apartments.
