Can anyone verify if this is a listed electrical fitting, or should it have water running through it?

The missing locknut tells me it was put in after the cabinets were hung, but with running threads, it could be there.

The wire looks big enough that there should be bushings. In any case, it looks amateurish.

Not sure about PVC running thread, but I purchased rigid running thread for that type of application a number of times...however we always used 4 locknuts, and two bushings.

amateurish was an understatement, you should see the rest of this mess....
From a code perspective, how would you cite the missing locknut ?

It is electrical, not a plumbing fitting, as the threads are not tapered. ;)

Unless you were standing in Britain when you saw it. They have BSPP, British Standard Parallel Threads and seal with an o-ring.

Of course it may have been carried in the plumbing section of the store for use as a threaded sleeve for a concrete or metal wall.

Locknuts and bushings and it would have looked just fine. As is, NO.
