cables pulled in tray not fully supported

I am the commissioning engineer on bp project being built for the gulf of mexico. The project is 2 months behind schedule. These platforms are designed to withstand a hundred year storm. The delay came when the electrical inspector would not allow wire to be pulled that was not totally supported by code. This is not uncommon in a offshore installation. The engineering firm does a load bearing calculation then spots supports. Supports are routinely added to satisfy code if required. Where in the code does it state wire cannot be pulled knowing the supports will be installed at a later date. These cables were not to be energized for sometime after installation.
